Biodiversity Net Gain and the NPPF are under threat. 

Recent proposed changes to planning rules mean that smaller developments may no longer have to deliver biodiversity net gain, limiting councils’ ability to restore habits and deliver local nature recovery. With small sites making up the majority of planning applications, these changes are likely to have damaging consequences for nature recovery, biodiversity and local communities.

At the same time, changes to the NPPF establish national policies as the ceiling, not the floor, preventing any local or strategic authority from going above and beyond in their own planning policies to build sustainable homes.

Explore these changes in detail at our first Countryside Climate Network meeting of 2026. We’ll be discussing the NPPF consultation, the upcoming BNG consultation, and identify opportunities for councils to ensure their voices are heard to help protect and enhance biodiversity at the local level and coordinate joint advocacy.
