An evaluation report by Involve highlighted positive outcomes, including:
- Five local authorities in the Project Group implemented public engagement activities on climate decision-making.
- Some of the engagement was more interactive, accessible, and locally focused than it would have been without LCE.
- 11 out of 15 local authorities in the Coaching Group made changes to their public engagement processes and plans as a result of LCE.
- The programme gave momentum to wider climate action in some areas.
And also identified areas for improvement, including:
- Understanding of local authorities' starting capacity.
- Clearer expectations about public engagement.
- Streamlining the engagement process.
During the first phase of the programme, we worked with four partner organisations for the programme: Involve, Democratic Society, Shared Future and Climate Outreach. In the current phase, we are working with Involve.
Why is this needed?
Local authorities have a unique leadership role in reducing greenhouse gas emissions and helping local areas adapt to the effects of climate change.
Across the country, they have shown bold leadership by setting Net Zero targets that are years ahead of the national government.
But they will only be able to deliver their role effectively and achieve a fair Net Zero transition by enabling public participation in their climate decision-making.
How is the project funded?
The programme is funded by Calouste Gulbenkian Foundation (phase one and two) and Esmée Fairbairn Foundation (phase one).
