A practical guide to developing and implementing an influencing strategy for your climate action plan.

What’s this political toolkit about? 

Local authorities play a crucial role in achieving the UK's legally binding Net Zero target by 2050. However, many face policy and resource barriers that limit their ability to deliver on their climate commitments. This toolkit, developed by UK100, provides practical guidance for local authorities on how to develop and implement an influencing strategy that can help overcome these barriers and accelerate climate action.

  • It will help you understand the importance of strategic influencing for climate action

  • The toolkit explains why developing an influencing strategy is crucial for delivering your climate action plan, addressing common challenges and opportunities. It provides insights into how effective influencing can lead to better policy outcomes and increased resources for climate initiatives.

  • It will outline how you can plan and implement an effective influencing strategy

  • The toolkit guides you through a five-step process for developing your strategy, from setting objectives to selecting engagement tactics. It helps you identify key stakeholders, articulate clear asks, and choose the right moments to influence.

  • Drawing on learning from Calderdale Metropolitan Borough Council's experience with the UK100 Local Power in Action Programme, the toolkit offers practical tips, evaluation strategies, and real-world examples of successful local authority influencing.

  • The toolkit addresses key challenges in developing an influencing strategy, including managing political sensitivities and translating influencing work into local government structures. It provides guidance on building cross-party support and maintaining momentum.

On November 1, we will launch the toolkit at Calderdale Council's From Insight to Action: Local Solutions for Net Zero conference in Halifax and online.
