UK100 has submitted a response to Ofgem's consultation on the Regional Energy Strategic Plan (RESP) policy framework. The RESP aims to establish a bottom-up approach to regional energy planning, taking into account local needs and strategies.
In its response, UK100 highlighted that whilst the RESP framework is welcome, several key areas need strengthening for effective implementation. UK100 outlined four key priorities:
- Establishing a national framework for Local Area Energy Plans (LAEPs)
- Ensuring consistent data collection and analysis across local authorities
- Providing adequate resources and support for local authority engagement
- Creating robust monitoring and accountability mechanisms
UK100 called for the RESP to better recognise local authorities' central role in energy planning, despite having no statutory duties in this area, and ensure proper resourcing to enable effective participation.
Additionally, UK100 advocated for:
- Clear guidance on data requirements and standardised processes
- Support for smaller authorities with limited resources
- Integration of just transition principles into the framework
- Better representation of lower-tier authorities in strategic boards
- Effective stakeholder engagement strategies
- Comprehensive capacity building for local authorities
Overall, UK100 urged Ofgem to strengthen local authority involvement in regional energy planning, ensure adequate resourcing, and create clear accountability frameworks to deliver successful regional energy strategies that support the transition to Net Zero.
